Josip Reihl-Kir, the "Peacemaker", was chief of police in the northern Croatian district of Osijek in Slavonia, close to today's border with Serbia. t the beginning of the 1990s, while both sides were taking up arms, Reihl-Kir was tirelessly on the move in the region, mediating between the Croats and the Serbian minority. An attitude with which he also stands in the way of the increasingly aggressive nationalism of the Croatian institutions. He is convinced that if the talks break down, there will be war. On July 1, 1991, he was shot dead in the street. In his reconstruction of the events based on television archive material and interviews with contemporary witnesses, Ivan Ramljak traces the events shortly before the start of the war and, not least, uses his film to create a link to the Croatian present day
