Off the coast of Tokyo, engineers from all over the world gather to prepare for the commissioning of the new Interpol facility "Pacific Buoy", which will be used to network police surveillance cameras worldwide and test facial recognition software. At the same time, Conan happens to be whale watching nearby with the Detective Boys. When he learns that Gin from the Black Organization has murdered a Europol employee, he sneaks onto a police ship and infiltrates the facility. But then an engineer is kidnapped by the Black Organization. In the process, a file falls into the hands of the organization that could reveal Ai's true identity...
