After a nuclear catastrophe, Tokyo was rebuilt under the name Neo-Tokyo. But the social reality has changed. The new metropolis is shaken by violence and chaos. Various gangs are constantly fighting to the death. The two teenagers Kaneda (Mitsuo Iwata) and Tetsuo (Nozomu Sasaki) belong to one of the gangs fighting for their respective spheres of influence. When Tetsuo is kidnapped by the Japanese military, Kaneda investigates. In the process, he uncovers a secret project involving the use of telepathic powers. As it turns out that Tetsuo has such powers, those responsible for the project keep him in their custody. The teenager soon discovers what power he possesses and becomes a serious threat to Neo-Tokyo.
