In 2104, the world is as it should always have been: peaceful, just, sustainably managed and enlightened. Not everything is really perfect, but the problems are taken care of by independent organizations that are committed to enlightened values.

In Anninarra, Australia, Julia and Panthein are tasked with managing the world's last remaining stocks of weapons. It is a triumph for the global community because no state now has this potential threat at its disposal.

But things quickly become complicated: Because people are not rational, and universal principles must apply to all. And there are still combat robots, resistance, a gap between wishes and reality.

This will push Julia and Panthein to their limits ...
