Wealth is unequally distributed in our society and the same applies to inheritances: The poorer half of the population receives nothing at all, while the richest ten percent receive half of all inheritances and gifts. Yet the stakes are high, as between 300 and 400 billion euros are given away or bequeathed in Germany every year.

Debates about inheritance tax have therefore been going on for a long time, and for good reason. Although a tax already exists, in practice it is applied unfairly. This is due to various exemptions that lead to higher assets in particular being inherited with little or no tax, while higher taxes are charged on smaller inheritances. The Federal Constitutional Court has repeatedly warned of this problematic structure and will rule on it again this year. This could make political action all the more necessary.

Accordingly, there are political proposals that are the subject of controversial debate. As inheritance tax is a state tax, the structure at this level is particularly relevant.

But what could a better inheritance tax look like? Can it be an instrument for greater distributive justice and against the increasing concentration of wealth? Do we not need other instruments such as a wealth or wealth tax? How is the taxation of inheritances discussed in Germany, what reservations are there among the population and how can the topic be communicated well?
