As co-initiator of the "Initiative for a State Capable of Acting", Dr. Thomas de Maizière, lawyer and long-time federal minister, will speak in the lecture "How to make Germany capable of reform again - conditions for success" about why Germany does not lack reform concepts, but often lacks clear responsibility structures, binding priorities and consistent implementation. The focus is on the institutional "architecture" of our state - i.e. responsibilities, decision-making channels and control mechanisms - as well as the administrative culture that enables or slows down speed, responsibility and trust. It shows how legislation, federalism and administration can be realigned in such a way that reforms do not get bogged down in procedures, but become noticeably effective in everyday life.
