One after the other, they are stranded on a remote island: first the overthrown Duke of Milan and later his power-hungry brother. There is also the local population, which is oppressed by the new arrivals. From various points of view, Shakespeare's characters ask themselves which rule is legitimate and just. They wrestle with words and deeds, all thrown together in one place by the eponymous storm.
