Off the coast of Tokyo, engineers from around the world gather to prepare for the launch of "Pacific Buoy," which will be used to network surveillance cameras from all police agencies around the world and test facial recognition software. Meanwhile, Sonoko invites her friends on a whale-watching trip - Conan and the Detective Boys included. When Conan learns that Gin of the Black Organization has murdered a Europol employee, he sneaks onto a police ship out of concern, infiltrating the facility. There, preparations for the full activation of the system are in full swing, at least until a female engineer is kidnapped by the Black Organization and thus a USB stick with special information falls into their hands.
