The man turns around: "Funny habit! Now I don't know where the wind comes from since the thing stopped steaming." This sets the theme of the film. SPALTUNG observes people in the southern German community of Gundremmingen, which was long associated with the now decommissioned nuclear power plant, and in the Polish Baltic town of Choczewo, where the country's first nuclear power plant is due to be built by 2033.
