The freedom of assembly also applies under the skullcap and so the personified "Kessel Buntes" once again entangles all kinds of characters in scenes that sometimes provide unorthodox assistance in everyday life, sometimes bring the strangest things to light, sometimes review historical events and usually escalate in a very stupid way at the end.
