After many years of demands from committed Düsseldorf individuals and institutions, in July 1986 all parties represented in the council decided to set up a memorial for the victims of National Socialism as a municipal cultural institute in the historic Stadthaus at Mühlenstraße 29. The memorial was opened on September 17, 1987 and is located in a listed building in the middle of Düsseldorf's old town, the Düsseldorf "Stadthaus". As a historically significant and authentic location, this building was chosen as the site of the memorial, as it housed various perpetrator institutions. The Düsseldorf Memorial sees itself as a central documentation center for the city's history between 1933 and 1945. The permanent exhibition "Persecution and Resistance in Düsseldorf 1933-1945" was on display between 1987 and 2011; it presented personalities and groups who were persecuted or resisted in Düsseldorf using documents, photos and exhibits as well as eyewitness accounts. The memorial traditionally takes a biographical approach. The new permanent exhibition "Düsseldorf children and young people under National Socialism" has been on display since May 2015.
