Attacks on critical underwater infrastructure, threatening gestures by Russian ships at sea, drones of unknown origin and targeted sabotage - the security situation in the Baltic Sea and the North Atlantic region has visibly worsened in recent years. Foreign states are increasingly operating in legal gray areas and crossing the line into escalation. In addition, there are security crises outside Europe that call into question the supposed constants of our daily lives.

The German Navy must respond to these changes. How can security and deterrence be guaranteed under these conditions? The associated political questions have legal consequences: What role does the law and legal advice play in this more threatening environment in which deliberate operations are conducted between peace and conflict?

Vice Admiral Jan Christian Kaack, inspector of the navy and thus its highest-ranking representative, will give a keynote speech with insights into the current security policy situation and the strategic reorientation of the navy. Afterwards, Bucerius Law School alumnus Dr. Tim R. Salomon (born 2005), Head of the Navy's Operational Law Department, will present the associated legal aspects and challenges of operational law advice. In the subsequent discussion with moderator Mats Lennart Paul (class of 2022), both will discuss geopolitical tensions, the key challenges at sea, legal gray areas and the question of how armed forces will respond to them.
