New York police officers Buddy Russo (Roy Scheider ) and "Popeye" Doyle (Gene Hackman) have had a grueling day in the fight against drug trafficking when they go to a bar for a drink in the evening. There they notice the petty criminals Salvatore "Sal" Boca (Tony Lo Bianco) and his wife Angie (Arlene Farber), who very generously put up with some drug dealers known to the policemen. They spontaneously follow the couple and realize that their nocturnal extravagances don't exactly fit in with the modest snack bar they run together. When Doyle and Russo receive a tip during a raid that they are waiting for a large shipment of heroin from overseas, they decide to tap Sal Boca's phone. This puts them on the trail of Alain Charnier (Fernando Rey), a French millionaire who is on his way to New York accompanied by Devereaux (Frédéric de Pasquale), a film star friend of his. However, this soon leads to difficulties, as Russo and Doyle are not always well liked by their superiors. And Charnier, who quickly realizes that someone is hot on his heels, turns out to be an unscrupulous opponent...
