Despite major expansion efforts, access to daycare and all-day care remains inadequate in many places. Families with low incomes, a low educational background or a history of migration in particular are less likely to use childcare services - because they cannot find a place or cannot afford the costs.

At Wissenschaft im Rathaus , Dr. Erik Neimanns from the Max Planck Institute for the Study of Societies shows in a study how strong regional differences are both between federal states and between individual municipalities - and why, despite the legal entitlement, further reforms are needed to give all children equal opportunities for education and participation.
