In the organizer's words:

All IKEA Family members under the age of 14 are cordially invited to our children's blanket flea market at IKEA Cologne. Every registered child will receive a blanket from us, on which they can sell their used treasures such as toys, books, small finds and more in front of the store!
Set-up starts at 14:00 and the sale starts at 15:00.
The flea market will not be dismantled until 18:00.
