The voluntary fire department of the city of Cologne carries out a waste paper collection as part of the twice-yearly bulky waste collection. The net proceeds of this campaign are to be used to purchase new fire-fighting equipment. A flyer draws the attention of Cologne residents to the fact that a competition is being held between firefighters in the various districts. The district that collects the largest "per capita share" of waste paper receives prize money for the fire department group in its district. The landlord of the "Löstije Kabänes" is the fire chief of fire department 11 in the Altstadt-Süd and does everything he can to win the competition. Josefa, the pensioner, is not at all enthusiastic about the campaign. To make matters worse, she discovers that her domestic help has not only collected her waste paper, but has also unwittingly put her hidden savings into the waste paper collection. Josefa demands that the fire department search the collected paper. However, as some of the residents of the Veedel fear that sensitive letters and documents that were supposed to disappear forever might come to light again during the search, all the Veedel residents search diligently as part of their "charity". I wonder what comes to the surface? This leads to a few mischiefs. But love is not neglected either. In the end, everything is resolved with humor!
