16 years ago, the resistance group known as "French 75" freed 200 detainees from the clutches of the ruthless United States Immigration and Customs Enforcement - ICE for short - in one fell swoop. The resisters, including Bob Ferguson (Leonardi DiCaprio), known to everyone as Ghetto Pat, then disappeared from the scene. Today, Bob is driven by paranoia because he fears that the former ICE Colonel Steven J. Lockjaw (Sean Penn) is still after him and is seeking his life in revenge. The worry doesn't seem unfounded, because today Lockjaw has completely drifted away and is part of the racist "Christian Adventurer Club" militia - and he's after Bob's daughter Willa (Chase Infiniti).
