In 1982, French Prime Minister François Mitterand launches a competition for a monument in the French capital to commemorate the 200th anniversary of the French Revolution. Surprisingly, the rather unknown Danish architect Otto von Spreckelsen, who had previously only designed four churches and his own home, was chosen. He is joined by the bureaucrat Jean-Louis Subilon, who tries to mediate between the architect and the Prime Minister, and his French colleague Paul Andreu, whose design for Paris-Charles-de-Gaulle airport von Spreckelsen greatly admires.

Nevertheless, disputes and differences of opinion are the order of the day on the construction site of the huge cube or "ark", as Andreu calls the building. Von Spreckelsen had to defend his design time and again, which he grew to dislike over time. In addition, the political climate in France is changing - the project is in danger.
